Is Toyota a foreign car maker?

I guess FOX sports broadcasters settled that one when they announced Sunday that it had been since 1952 that a foreign car maker had won a NASCAR race. So that means the Toyota is actually a foreign car.

yes toyota is made in like japan or something. u.s. base is in california
